What you need to know
We are currently seeking a Payroll Manager for our client, a public body based in Carlow.
This is a temporary position for up to 1 year to cover maternity leave of absence.
This role reports to the Financial Operations Manager and has a hybrid working arrangement, of 3 days in the office and 2 days from home.
Your new job
Key duties and responsibilities:

  • Responsible for developing and managing the Payroll and Travel and Subsistence function if the Finance Department.

  • Lead, manage and develop the payroll team.

  • Direct and oversee the processing and payment of fortnightly and monthly payrolls for employees and pensioners.

  • Manage and maintain the payroll system (People XD) in collaboration with the Human Resource Systems Manager ensuring all system upgrades are tested thoroughly for implementation.

  • Ensure that Travel and Subsistence expenses are paid on time and in accordance with policies and regulations.

  • Develop and maintain all requisite policy and procedure documentation and robust controls for Payroll and Travel and Subsistence in line with best practice.  

What are we looking for?

  • An accounting qualification (ACA, ACCA, CIMA, etc.) or QQI Level 8 Degree in a relevant discipline such as Finance or Business.

  • Qualification in Payroll.

  • Detailed knowledge of best practice Payroll and Public Sector Rules and Regulations pertaining to same.

  • Excellent communication skills.

  • Knowledge of PAYE/PRSI/USC regulations.

  • Organisational skills and attention to detail.

  • Familiarity with People XD and/or insights reporting.

  • Detailed knowledge of Travel & Subsistence and Public Sector Rules and regulations pertaining to same.

  • Ability to lead and motivate.

  • Ability to plan and prioritise work by considering risk, importance, and level of urgency.

  • Self-motivated and resilient, with a positive, solutions-focused approach to work.

  • Flexible with an ability to adapt to changing requirements/priorities.
